The Florida Agency for Persons with Disabilities (APD) offers services and supports for individuals with developmental disabilities through programs such as the iBudget Medicaid Waiver.

Eligibility for APD Services
To qualify for services through APD, including the iBudget Waiver, an individual must:
Be a Florida resident (proof of domicile required)
Be at least 3 years old
Have a developmental disability that:
Occurred before age 18
Is expected to continue indefinitely
Substantially impairs functioning
Qualifying diagnoses include:
Intellectual disabilities (IQ of 70 or below)
Severe autism
Cerebral palsy
Spina bifida cystica or myelomeningocele
Prader-Willi syndrome
Down syndrome
Phelan-McDermid syndrome
Children aged 3–5 at high risk for developmental disabilities
How to Apply
Applications must be submitted directly to the APD office serving your region. You will need to include documentation of the qualifying condition and proof of Florida residency.

Crisis Situations
If the individual is in a crisis situation — such as homelessness, life-threatening behaviors, or loss of a primary caregiver — contact your local APD regional office for possible emergency support or to request a crisis waiver review.
